Ultimately, the PACS-SONET failed. As hard as it is to admit, my effort to develop a self-sustaining simple sounding network in Latin America failed. No country was willing to make such observations without outside support because they could not see the value to them for forecasting. And since their research activities were usually very limited, such observations were not useful. And since my research activities were also resulting in limited publications and new results, the funding was not renewed after 9 years.
Most researchers would look at a 9 year effort with limited publications and say it was a waste of time – far too few formal publications to justify the effort. Such is often the case of those who work in the field.
